I recommend you consult with a board certified plastic surgeon who specializes in eyelid surgery. The eyelid rejuvenation procedure called blepharoplasty unless it includes a special procedure called a supratarsal fixation would make your problem worse. Fat grafting can improve hollow eyes caused by loss of fat from the lower eyelid but fat grafting to the upper eyelid is much less common.
The most common cause of the problem you describe is a condition called Levator Dehiscence or Ptosis. In this condition the muscle and tendon that open the eyelid by pulling up on the upper eyelid, pull out from the eyelid or become unattached. This results in drooping of the upper eyelid and a hollow eye look. If this has happened to you then a special kind of eyelid surgery called a Ptosis repair or Levator advancement for supratarsal fixation can correct the problem. This type of eyelid surgery is not considered eyelid rejuvenation surgery but rather eyelid reconstruction surgery.
I recommend you consult an Ophthalmologist for a proper diagnosis first. The ophthalmologist can refer you to the appropriate plastic surgeon who specializes in eyelid plastic surgery.
